Female prisoners are treated like prostitutes by guards at Florida's notorious Lowell Prison, a prosecutor claims.

Hundreds of inmates at the country's largest female prison have complained of being forced into having sex with wardens in exchange for basic amenities, a standard of protection, or bonuses such as a packet of cigarettes.

Having investigated the complaints, Ric Ridgway, chief assistant state attorney of Marion County, claims many of the issues are 'well founded', adding: 'there are things that are happening that are clearly illegal.'

However, with few surveillance cameras there is little evidence to support the claims or bring them to court, and Ridgway says he does not have the staff to man a legitimate investigation.

Speaking to the Miami Herald, which has published one of the most in-depth investigations into Lowell prison and its allegations of sexual misconduct to date, Ridgway said: 'The harsh reality is if an inmate says "an officer has sex with me" and that's all you've got, you don’t have a prayer.

'For many Lowell inmates, it's something they are not forced into doing.

'It's consensual, which doesn't make it legal, but they say, "Hey I get better food, I get cellphones," so essentially they make a trade.'

It is the most significant attack by a prosecutor on Lowell's operation since a 2006 report on Florida prisons singled out Lowell as particularly sub-standard.

Just two Lowell guards have faced charges for sexual misconduct since 2005; neither were convicted of the crime.

However, a former warden told the Herald he believes at least 40 per cent of Lowell staff are corrupt.

His words give weight to the blistering accounts former Lowell inmates gave to the Herald about their experience inside.

Ginjer Ullman claims she left Lowell with $6,000 which she earned performing sexual favors for guards and writing letters to lonely men.

But, she told the Herald, it hardly felt victorious.

'Let’s say my ‘boyfriend’ is bringing me in cigarettes. And every time I go in the back and have some kind of physical intimacy, even if I hate him, and even if I can’t stand him, and cry every time I go in, nobody wants to tell,' she said. 'Even if I cry and cry and cut my wrists up because I’m so depressed, then they only hurt me.

'If I go into confinement, I lose my property. I can’t call home. It’s a lose-lose situation, so no one wants to tell... and no one is going to believe you anyway.'

Her fellow inmate, Crystal Harper, told the Herald she would be told to play with herself in exchange for $150 - and sometimes the guards ended up refusing to pay her.

Harper filed complaints against officers, and claims she was punished for doing so with months in solitary confinement.

She told the Herald: 'If you report you are raped, you sit in a 10-by-12 cell with nothing but your uniform, and they close the door.

'They put you under investigation, they say for your own safety, then they leave you there until you write up a witness statement that it never happened.'
