Upgrade & Downgrade of CAT

I have always keep thinking of asking this question?
Slip out frm my mind , but today just remembered ,
so fast type , before it slips off my mind.

Many senior bros , who r familiar with legal hse Q&A,
Maybe care to share,
1:How & who choose them to be what CAT ,they should be?
Lets talk abt non Thai hse's only , Thais r all Cat 50 depending on mins.

2: Why is a WL downgraded to CAT 80 frm CAT 150 ?
I read that some WL got downgraded before .

3:Is there a CAT 80 upgraded to CAT 150 ?

What r the deciding factors ?
Who is the decision maker? OKT or AV?

U set 150 if cannot keep up with competition & no biz then downgrade to 80 loh

1. decision maker is the WL themselves when they go for interview prior to starting work.

2. downgrade is most probably due to the inability to keep up with competition of 150 and to shift the supply to 100/80.
