actually this type of cases quite common. Usually, they will either stop their patrol car and wait for us to realise that they are actually near us before they step out of their car to take down our particulars.

I myself kanna once at Jurong Hill. The patrol car high beamed us at a distance and we quickly stopped wat we were doing. Then they approached us and the told us the same usual "its dangerous to park here at night" thing. Took down my particulars and we quickly zoomed off. Overall was really really embarrassing.
